Sunday Train: The Steel Interstate and the Great Highway Lie

The last two weeks on the Sunday Train, I've been writing about the Steel Interstate. Steel Interstates & An America That Can Do Big Things (3 June) revisited the basic concept, and Putting Steel into the Amtrak Long Distance Backbone primarily discussed the first third of the Congressionally mandated reports on improving Amtrak's long distance rail network, but also discussed a bit about the role of long distance trains in the context of the Steel Interstate proposal.

This week, the attention shifts from the Steel Interstate infrastructure to the substantial benefit to our existing legacy Asphalt Interstates if the United States elects to retain a viable national economy by implementing some form of Steel Interstate electric rapid freight rail system for long-haul freight.

Along the way, I spend a bit of time talking about misconceptions about the cost of our legacy system. Myth and misconception that are sufficiently widely help may be sufficient platform for gathering majority support for a system ... but its not a sufficient platform for putting together a sustainable system, in either physical, ecological, economic, or financial senses of "sustainable".

Express HSR is sexy. Indeed, its sexy enough that when Big Oil propagandizes against it, they have to paint it as too expensive or something that America is too incompetent to handle, since the idea of sitting in an actually comfortable rail seat, watching a movie on a laptop or snacking on a sandwich while flying along at two to three times highway speeds, "just like in France or Japan or Spain", that's too appealing to convince a big majority of people that it would be anything but nice to have. So they have to con people into thinking of it as an unrealistic pipe dream that the US can do what Spain has been doing for a decade, France for three decades, and Japan for half a century.

Rapid Rail is not as sexy as Express HSR, but at least it is as fast as driving for most drivers on most corridors, and appreciably faster than driving on the corridor with the "best bones", like either Cleveland / Columbus or Davenport / Des Moines / Iowa wold be at 110mph top passenger speed. And it is much cheaper than Express HSR, with lots of potential corridors that local residents will start lobbying for once the first of the Rapid Passenger Rail services come into service.

But conventional long haul rail? Surely plodding along at 50mph to as slow as 30mph on heavy freight rail corridors is an obsolete holdover from an earlier time?

Well, no. Conventional long haul rail has a 21st century role to play, if the United States should declare Economic Independence and start working to regain the economic freedom that we surrendered to the Big Oil and the oil exporting regions in the 70's and 80's.

And so, in this evening's Sunday Train, we look at the "PRIIA Section 210" plans that Amtrak has developed for the five weakest of its fifteen long distance corridors: the California Zephyr, the Capitol Limited, the Cardinal, the Sunset Limited, and the Texas Eagle.

Sunday Train: Steel Interstates & An America That Can Do Big Things

Steel Interstate (noun): A Network of Electrified Heavy and Rapid Rail corridors that will allow the United States to remain a sovereign national economy.

Integrated into the Steel Interstates are Electricity Superhighways to connect Renewable Energy Resource areas to each other, to substantially increase the stability of the available Renewable Energy Supply, and to Energy Consumers, to ensure that no rich Renewable Electricity Resource goes untapped for lack of access to a electricity markets.

This is something that the United States should do. Depending on the twists and turns of international energy markets in the coming decades, it may be something the United States must do, to remain a coherent national economy.

If the efforts of Big Oil and Big Coal are successful, it is the kind of thing that America will not be able to do.

Yet, I believe it is something that the United States actually can do.

Sunday Train: Sustainable Steam Train? / SF Muni - HSR Disconnect? / A Geary Aerobus?

This week's Sunday Train is a trio of shorter topics. The first is a research development project to develop a modern steam train to run on biocoal. The target is a sustainable steam train that, as a headline grabber, will attempt to run at 130mph and break the world steam train speed record. There's much to like about this research development project ... but I am going to argue that biocoal to operate trains is not it.

Second, SF's MUNI transport agency is one of the ten agencies slated to split $760m in Prop1a(2008) bond funds improvements to systems interconnecting with the planned High Speed Rail system. The balance of the $950m goes to the three existing Amtrak California intercity rail services, the Capitol Corridor, the San Joaquin, and the Surfliner.

Odd thing is, the proposal that SF MUNI is setting forward doesn't actually connect to the proposed HSR system? What's up with that, after the break.

And third, a speculative look at an alternative technology that SF MUNI might deploy that money on, that actually would connect with the HSR system at the Transbay Terminal, as well as connecting to BART, the MUNI light rail network, the existing (and proposed alternative) Caltrain terminus at 4th and King, and provide express transit service along Geary Blvd.

Sunday Train: Faster Trains Yields More Services Per Day

Burning the Midnight Oil for Living Energy Independence Back in the 29 Nov 2009 Sunday Train, Frequency and Waiting on a Train, I reacted to a point made in John McCommon's book, Waiting on a Train:
"Once those intermodal trains can go through Stampede Pass, it will take some traffic off the main line and free up more room for additional passenger trains," said Uznanski. By bringing the number of trains up to eight a day between Vancouver and Portland, ridership and ticket revenue will increase significantly. Currently ticket sales - what is known as farebox - cover 43% of the Amtrak Cascades' operating expenses; the state subsidizes the remainder. Run eight trains daily, however, the farebox recovery goes up to 70%. It's all about frequency. When trains are frequency and convenient, ridership - particularly business travel - grows dramatically, said Uznanski. It was a mantra I was to hear from experts all across the country - frequency builds ridership and only frequency significantly builds farebox recovery. Sure its great to have trains running more than 100mph in a corridor, but if there are only a couple of trains a day, they just aren't convenient enough to move people off the highway or away from the airport. - John McCommons, Waiting on a Train, Chelsea Green Publishing: Vermont, p. 51
This came back to mind when I was thinking last week about the "Cornhusker Rocket" proposal to reintroduce regular corridor service between Omaha and Chicago via Des Moines, Iowa City and the Quad Cities. Often times, a substantial benefit in getting train speeds up is that ability to operate more services per day with the same number of trains.

Sunday Train: The Rock Island Line is a Mighty Fine Iowa Rapid-Rail Road

The Iowa Department of Transport has just completed the Chicago to Omaha Regional Passenger Rail System Planning Study, to select its preferred alignment for a detailed Environmental Impact Report.

There were five alignments in the study, based on the five historical passenger rail services between Chicago and Omaha. From north to south, these are: the Illinois Central; the Chicago & Northwestern; the Milwaukee Road; the Rock Island Line; and the Burlington Line. The study also included one combined alignment, based on where the Burlington Line and the Rock Island Line cross in Wyanet in western Illinois.

The combined alignment is the one selected, taking the Burlington alignment out of Chicago, and then taking the Rock Island line to Moline in the Quad Cities on the Illinois / Iowa border and through Iowa City and Des Moines to Omaha (probably via Council Bluffs, but that has yet to be determined).

Kings County officials have been opposed all proposed routes:
Board members said no high-speed rail route through Kings County would be acceptable while denouncing the Authority and its Fresno-to-Bakersfield environmental impact report. “I think we should come out and oppose high-speed rail in Kings County, no matter what alignment they have,” said Supervisor Tony Barba during a discussion of the county’s official response to the EIR, which is due Thursday. He was applauded by a large crowd that nearly filled the Board of Supervisors’ chambers at the Kings County Government Center.
And then they opposed getting started on California HSR:
HANFORD — Kings County supervisors on Tuesday will likely ask three key legislators to delay high-speed rail funding until the project resolves local conflicts. ... The Legislature is expected to vote in June whether to spend $2.7 billion in state bond money on the project, which has created major controversy in the San Joaquin Valley and stoked opposition from several cities and counties who believe it should be scrapped. Denying the funding would stop the Authority from starting construction in Fresno later this year or in early 2013.
And now, County officials seek to preserve Amtrak :
... But Authority officials have recently entered into discussions with Kings County to see if Amtrak service through Hanford and Corcoran can be preserved, said Larry Spikes, Kings County administrative officer. Downtown stations are considered critical to cities’ local economy. Authority Board Chairman Dan Richard couldn’t be reached for comment. “Taking Amtrak right out of the heart of Hanford and Corcoran is just not a good idea,” Spikes said.
So, don't want the HSR Station in town, don't want the HSR to go outside of town, and wants Amtrak to be continued to Hanford and Corcoran at slow speed when the San Joaquin after the high speed route between Merced and Bakersfield becomes available. What I am looking in this week's Sunday Train is a different way to go about this that provides a mix of local and intercity transport benefits to the major county centers: the Fresno Regional Rail Corridor.

Sunday Train: Should Cap&Trade Funds finance the California HSR?

One element of the recent California HSR "revised" draft 2012 Business Plan (which we shall call the Other, Other Plan) involves looking to one particular means of finance in addition to general fund bond finance and Federal transport grant funding:
Cap-and-Trade Program Funds
Assembly Bill 32 (Statutes, 2006, Chapter 488) mandates a reduction of statewide greenhouse gas emissions to 1990 levels by 2020. In accordance with that law, California will implement a market-based cap-and-trade program. Funds from the program can be used to further the purposes of AB 32, including for development and construction of the high-speed rail system.


This has led to the current controversy in which the California Legislative Analysts Office, the LAO, has argued that the Cap and Trade funds might not be usable for HSR (pdf: p. 8).

One of their points, "Other GHG Reduction Strategies Likely to Be More Cost Effective," involves a serious and common misframing of the question of the use of funds dedicated to reducing Greenhouse Gas Emissions: when reducing GHG emissions in a project that serves multiple purposes, the cost effectiveness of the GHG emissions spending depends on what share of the project funding is represented by that GHG emissions spending.

So more on transport, Green House Gas emissions, and the peculiar analytical weaknesses that crop up whenever the California LAO turns its attention to HSR, over the fold.

Sunday Train: The Miami/Orlando Passenger Rail Project

I saw this story a couple of weeks ago, but between the happenings in California and some unanswered questions I had, I haven't mentioned it yet. Florida East Coast Industries plans Miami-Orlando passenger service by 2014:
Passenger train service between Miami and Orlando could begin as early as 2014 under a plan announced Thursday by Florida East Coast Industries.

The new "All Aboard Florida" service, which would be privately owned and operated, would offer frequent, regularly scheduled daily trains geared to business travelers and tourists. The Miami-Orlando trip by rail would take three hours, about the same time it takes by car via Florida's Turnpike.

There would be four stops: Miami, Fort Lauderdale, West Palm Beach and Orlando, each with connections to airports, seaports and existing rail systems such as Tri-Rail and Metrorail. The trains would run on existing FEC tracks that stretch along the east coast from Miami to Cocoa. Forty miles of new track would link Cocoa to Orlando.

Sunday Train: Did Governor Brown Save California's HSR?

As I mentioned in last week's Sunday Train, the California HSR Authority came out with a revised draft Business Plan.

And why do you revise a draft Business Plan? Because some people suggested some modifications to your previous draft Business Plan might be in order ... for instance, if there's a possibility that you cannot get bonds authorized to start work on the part of the corridor where the Federal Government has already put some funding on the table.

The new, revised, draft Business Plan seems to mark the final passing of the baton from the Judge Kopp absolutist vision of the what an HSR "simply has to be" to the more grounded, realistic vision of Governor Brown ...

... and in the process of dragging the HSR Authority back into touch with reality, it is quite possible that Governor Brown has saved the California HSR project.

There are two qualifiers here. The first is that without an account of someone privy to the details of the Governor's intervention, we won't know what changes were things the California HSR was on track to doing anyway, and what changes were pushed upon them. But even there, what "the HSR Authority wanted to do" was likely heavily influenced by the changing of the guard from Schwarzenegger appointees to Brown appointees at the Authority.

The second is that getting to work is not yet a done deal. Supporters of the project ~ whether ongoing supporters or those won over by the newly revised plan ~ still need to work to help see the project through to construction of the first construction segment.

Sunday Train: A Streetcar for Broadway (LA)

Nearly a month ago, Yonah Freemark had a post at The Transport Politic entitled, Los Angeles’ Streetcar Plans: Too Duplicative of Existing Services?. He wrote:
Los Angeles has big hopes for its downtown, and, like most of the country’s major cities, it has seen significant population growth in the inner core over the past ten years. Now, to extend this renaissance, the city — also like many others — is planning a [http://www.metro.net/projects/historic-streetcar-service/ streetcar line] that would traverse the district from north to south. Last month, it applied for $37.5 million in U.S. Department of Transportation TIGER grant dollars, which it hopes to supplement with local and private funds to complete an initial route of between 3 and 5 one-way track miles at a cost of between $106 and $138 million.

Despite the fact that planning for the L.A. streetcar goes back for more than a decade thanks to the work of a public-private local advocacy group, the city will have plenty of competition in its effort to win federal funds. Requests for the third round of TIGER funding outnumbered actual funding available by 27 to 1. With so many projects up for consideration, anything funded by Washington ought to be valuable. But L.A.’s project could benefit from significant improvement.

Sunday Train: Strengthening the Jobs Bill with a $0.01/gallon Oil Tariff

Yeah, OK, its not Sunday, but I got called on Saturday morning after a Friday night class to substitute for a colleague, and that threw me off completely. Fortunately for the Sunday Train, I am massively underemployed, so there is Monday afternoon available to finish composing what I been thinking about this week.

As I discussed in Whether and How to Sell the Jobs Policy, there is not a whole lot of "pop" in the jobs bill, but there is some. The EPI analysis suggests 1m in jobs "created or saved", but of course "jobs saved" is an increase compared to a counterfactual, and not an actual increase. Over half of those are "job saved", so the "pop" is under half a million jobs.

If spread evenly across a calendar year, "just under half a million new jobs" would be 40,000 new jobs per month. If 150,000 new jobs per month is needed to bring unemployment down, that is relying on our stuttering economy to create 110,000 or more ~ close to what we have often been achieving, but there is substantial concern that we might not keep it up, after a month with about 0 (zero, zilch, nada) new private jobs created.

So the aim here is to look for something that can add some more "pop". And having read the title, you know that a 1 penny Oil Tariff is involved. Hopefully raising the question in our mind: "uhmmm, where's the 'pop' in that?"

Sunday Train: The Texas Wishbone Regional High Speed Rail

Back in the 90's, Texas tried to get an Express HSR system off the ground (that is, a bullet train system somewhere in the 125mph to 220mph range) with the "Texas Triangle" project. It was to be an entirely privately funded project. Not surprisingly, competing against the heavily publicly subsidized interstate highway and air travel systems, it did not get off the ground.

More recently, the Texas T-Bone was proposed, based on the Dallas to San Antonio leg of the Triangle and a route from Houston to Temple, then running north to Dallas with connections south to Austin and San Antonio.

While the Texas T-Bone seems to be the current plan of the Texas High Speed Rail and Transportation Corporation, this is more of an advocacy group than an official HSR Commission or Rail Development Commission.

Given that we are in between periods of substantial federal funding for High Speed Rail, I thought this might be a good time to take a look at the prospects for Regional HSR, in some of the existing rail corridors within the "Texas Triangle" region ... and so arrived at the Texas Wishbone.

Sunday Train: Pushing for a Rapid Rail HSR Station in Ravenna, Ohio

OK, now, thanks to John Kasich, we are not going to get started on that Rapid Rail HSR network before 2015. Indeed, Democrats would probably have to take back one of the two Chambers of the State Legislature to be able to hit the ground running on getting that Rapid Rail HSR network going in 2015.

On the other hand, if you never lay the foundation, you always end up with an outcome you don't like.

And I don't like the way that the Ohio Hub connects to Summit and Portage Counties, so I want to work on how to get a station in Ravenna added to the Ohio Hub.

The reason its on the Sunday Train is threefold: maybe somebody can give me a great tip; maybe somebody can get an idea for something they can work on where they live; and its about making more sustainable transport options available to a medium city and a variety of inner and outer suburban landscapes.

LQD: The AA+ rating is valid, but the S&P case is intellectually dishonest ~ Mosler

"LQD" is an abbreviation I first encountered at EuroTrib: it means "Lazy Quote Diary".

Credit ratings are based on ability to pay and willingness to pay.

David Beers of S&P knows this and has discussed this in the past.

So why then did David T. Beers decide to downgrade the US on ability to pay, and not explicitly on willingness to pay?

Sure looks like a case of intellectual dishonesty.
And I have no idea why.
So much for his legacy.


Well, its a very short post, so fair use restricts it to an even shorter quote.

But this is the gist of it: no issuer of its own currency is ever forced to default on debt issued in its own currency.

Think about it: if your family's IOU's were accepted by the bank to repay debts ... could you ever run short of the means to pay your debts?

What would an honest downgrade have said? Below the fold.

The argument for a downgrade is this:

The only credit risk is that the sovereign issuer of currency is unwilling to pay its debts, as Mosler says. An honest downgrade would be, "in voting down a clean extension of the credit ceiling, the majority in the House of Representatives of the United States demonstrated a willingness to consider defaulting on its debts as a bargaining ploy to get what it wants. This implies a risk of default greater than 0, and so US debt doesn't deserve the "absolutely no risk of default" rating of AAA.

The argument against a downgrade is this:

Even in the manufactured debt ceiling crisis, there was never any reason to believe that interest would not be paid on Treasury Debt nor that Treasury Debt that matured would be redeemed at its face value. What the Government would have done ~ for no good reason, since it has the legal authority to mint coinage with face values in the billions, which on deposit in the Fed would have allowed payment to have been cleared without requiring the issue of debt ~ would have been to miss appropriated payments which it was not legally bound to pay.

So as far as what S&P are rating, the actual payments on the actual Treasury bonds, bills and notes that Congress permitted the Treasury to issue ... there was no risk.

However, 10 years is a long time in politics, and 10 years of this bullshit, who can tell. So while its hard to make a case that bills and notes should be rated below AAA, AA+ for 10 year bonds may be a bit more plausible.

Conclusion

Bottom line, though, S&P is still lying to people when it pretends that the rating is about "ability to pay". Its only ever about willingness to pay for a government issuing debt in the currency it issues.

this proposal maximizes the value of our available infrastructure funding through better leveraging, streamlining the project approval process, attracting private sector investment, and cutting the federal bureaucracy, ... Most importantly, this six-year proposal provides the stability states need to plan major transportation improvements and create long-term jobs.


Decoding that, Chairman Mica is saying: "Screw You, Cities".

And of course, a bit of "screw you countryside" too, since those votes can be taken for granted.

Sunday Train: Fighting Economic Sabotage

There was shocking news early this June about May economic performance: GDP growth in May was about the same as the average for the first quarter of 2011, and so employment growth was virtually stagnant, and indeed fell behind growth of the labor force.

What was shocking, of course, was that this was news to anybody. For anyone with the basics on how the economy works, it was obvious that economic growth would be sluggish.

Of course, the Republicans in Congress and the White House, both for their own reasons, completely missed the boat ~ the White House arguing if we ease off the accelerate and tap the brakes, but do it intelligently, that will eventually speed up the economy, and the Republicans insisting that, no, we have to slam on the brakes to fix things.

With such a broken political discussion, what can be done?

"Why We Fight" is a common feature of propaganda in support of a war. Here, tonight, it is a double entendre. On tonight's Sunday Train, in honor of Memorial Day tomorrow, with two wars launched in the past decade and still ongoing (though in one, "combat operations" by US forces have finished, so any fighting and dying is of the support and training type of fighting and dying), and another recently started up, what it means when we notice that "why we fight" has a simple answer: oil.

And also, politically, why we fight for Living Energy Independence, here on the Sunday Train.

Burning the Midnight Oil for Living Energy Independence

Last week, I looked at the California Legislative Analyst Office promoting a policy of raiding the California High Speed Rail funds to build commuter rail systems in LA and San Francisco by issuing what at first blush seemed to be simply a grossly incompetent analysis of the risks of building the HSR project.

This week, I step back and take a broader view of why it would be idiotic to accept the LAO's advice, as well as why it matters to people across the country, and not just the people of California who risk ongoing oil addiction of their intercity transport between Northern and Southern California.
